In 1979, the Texas Legislature enacted a State Property Tax code which established uniform appraisal policies and procedures.
Under the code, county-wide appraisal districts are now responsible for preparing a unitary tax roll that encompasses all property within the county. Although cities and other jurisdictions retain the authority to set their own tax rates and collect their own taxes, they must use the tax roll prepared by the central appraisal district for all tax-related purposes. The Brazoria County Appraisal District prepares the tax roll for the City of West Columbia.
